There are several possibile transportation from Narita Airport to Wako-shi.
Keisei Skyliner connects Narita Airport to Ueno station. One station befor Ueno is Nippori station, where you change from Keisei line to JR Yamanote line. Yamanote line is a circle line and a symbol color is light green. It takes 13 minutes from Nippori to Ikebukuro (anti-clockwise direction). From Ikebukuro station, Tobu Tojo-line should be taken. Express or semi-express train reaches Wako-shi station about a quarter of an hour.
Although there is a Metro line connecting Ikebukuro and Wako-shi, it is not highly recommeded. From Ikebukuro Yurakucho-line and Fukutoshin-line provide a service for Wako-shi. These lines merge after Ikebukuro and split into two lines from Kotake-Mukaihara station. One direction reaches Wako-shi, while the other takes you a different place. At Kotake-Mukaihara station (from Ikebukuro), if your train is on the left side of platform, it is an appropriate train for Wako-shi, mostly but not a perfect rule. Otherwise, you have to change the train. Usually, a proper train waits on the opposite side of the platform.
Narita express is another main train connection between Narita Airport and Tokyo area. There are direct trains (but not all) from Narita Airport to Ikebukuro. Time table is HERE. It costs about twice the Skyliner. From Ikebukuro please follow the above-mentioned instruction. For the period when no direct train to Ikebukuro runs, a train for Shinjuku is reasonable. Shinjuku and Ikebukuro is conveniently connected by JR lines.
A direct bus connection to Wako-shi is available by Keisei and Seibu bus company. Although it is less frequent, it may be convenient if your arrival time matches the bus schedule.
There is another limousine bus connecting from Narita Airport to Ikebukuro. The bus stops at major Hotels in Ikebukuro area and final destination, Crowne Plaza Metropolitan Tokyo, is very close to Ikebukuro station. It takes between 90 and 120 minutes.
